That document was written by my mom's teacher, Swami Veda Bharati, I believe in hopes of having it adopted by the World Council of Religious Leaders in order to be submitted to the UN. It is... a noble gesture, I suppose, though if you read it, somewhat naìve, I think; however, its intent is certainly great, and no harm could possibly come of it.
But I doubt that it would ever be passed by the UN, nor taken all that seriously in any event. Working at that level of global politics would be weird. Large-scale, to be sure, but generally ineffectual as far as this or that resolution is concerned, I would think. I mean, do you think ShrubCo ever has a look at the more peaceful multilateral agreements and resolutions that have doubtlessly been passed by the UN? He probably doesn't even know if there are any, nor would be interested in reading them if he did.
